Your Excellency Ambassador of the Republic of Serbia

Uutiset itäisestä Euroopastamme vain jatkuvat. Vaikka tällä kertaa ei ole kysymys Euroopan unionin jäsenvaltiosta vaan ko. statusta vasta havittelevasta maasta, ovat uutiset huolestuttavia ja ne tulisi ottaa huomioon Serbian jäsenyydestä keskusteltaessa.

Kesällä lähes 61% serbialaisista kannatti maan integraatiota Euroopan unioniin, näin ainakin Milica Delevicin mukaan (Director of the EU Integration Office). Kysymys on siis hieman yli 60 prosentista, mutta joka tapauksessa yli puolet on sitä mieltä, että EU on hyvä juttu. Tämä selvä. Mutta kysymykseni kuuluu, onko Serbia hyvä juttu Euroopan unionille?

Maan pääkaupungissa Belgradissa piti järjestettämän Pride-kulkue viime sunnuntaina eli 20. syyskuuta, 2009. Serbian virkaatekevät peruuttivat suunnitellun kulkueen turvallisuuteen vedoten. Valtio ja poliisi eivät pystyneet takaamaan kulkueeseen osallistuvien turvallisuutta, sillä maan uusfasistiset ryhmittymät olivat esittäneet väkivaltaisen uhkauksensa kulkueen sabotoimiseksi ja pysäyttämiseksi.

Ensimmäinen ajatus tietenkin on, että tuo uhka - vaikkakin todellinen - oli päättäjille kätevä tekosyy peruuttaa serbialaisittain kiusallinen tapahtuma. Mutta samalla pitää ymmärtää se, että tapahtuman peruuttaminen vetoamalla turvallisuusriskiin kertoo samalla niin Serbian valtion kuin sen turvallisuutta takaamaan perustetun poliisinkin kyvyttömyydestä väkivaltaisten uusfasististen ääriryhmittymien edessä.

Euroopan parlamentin LGBT-oikeuksien intergroup on Euroopan ILGA:n kanssa jo tuominnut tapahtuman peruuttamisen. Michael Cashman (President of the European Parliament's Intergroup of GLBT Rights) sanoo seuraavaa:

This Pride march should have been an important step forward for human rights in Serbia, who was already welcomed for adopting an anti-discrimination law earlier this year. Instead, by failing to quarantee the right to peaceful demonstration for LGBT people, Serbia has shown that it is not ready to become a member of the EU.

I fully agree. Onko Serbiassa laki vain kosmetiikkaa niillä kasvoilla, jotka kuikuilevat kohti Euroopan unionia? Mitkä ovat tämän valtion todelliset kasvot? Meillä on oikeus ottaa niistä selvää.

Your Excellency Vera Mavric, Ambassador of the Republic of Serbia

I was deeply concerned that the Gay Pride in Belgrade was cancelled by the Serbian authorities under the thread of violence last Sunday, the 20th of September, 2009.

Sadly, it clearly shows that Serbian authorities have given in to threats of violence from neo-fascist groups, sending a message that the center of Belgrade is not under the control of the government and the police, but of a violent mob.

This is sad not only for the LGBT community, but for everyone in Serbia who believes in democracy, human dignity and human rights.

I share the same sentiment with many others and would encourage the Serbian authorities to analyse the circumstances which led to the cancellation and make sure that violence, prejudice and hate would not be allowed to prevent the excercise of rights guaranteed by the European Convention on Human Rights.

Most cordially I would like to ask Your Excellency's commentary on the matter at your earliest convenience.
